National Energy Administration: Standardizing the Use of Forest Land for Photovoltaic and Wind Power Projects

In its response to the "Proposal on Strengthening Support for New Energy Development in Shanxi," the National Energy Administration noted that, to balance the development and construction of photovoltaic and wind power projects with the protection of forest resources—and to promote the sustained, healthy growth of these renewable energy sectors while ensuring the proper use of forest land—China's National Forestry and Grassland Administration has successively issued two key documents: the "Notice from the State Forestry Administration on Issues Related to the Use of Forest Land for Photovoltaic Power Station Construction" (Lin Zi Fa [2015] No. 153) and the "Notice from the National Forestry and Grassland Administration on Standardizing the Use of Forest Land for Wind Farm Projects" (Lin Zi Fa [2019] No. 17). These guidelines adhere to the principles of prioritizing ecology, safeguarding nature, and promoting the efficient and economical use of forest land, while also emphasizing rational planning and layout, and clearly delineating prohibited and restricted areas for photovoltaic and wind power development.

In its response to the "Proposal on Strengthening Support for New Energy Development in Shanxi," the National Energy Administration mentioned that, in order to strike a balance among various considerations, Photovoltaic, Wind Power The National Forestry and Grassland Administration has successively issued the "Notice of the State Forestry Administration on Issues Related to the Construction and Land Use of Photovoltaic Power Stations" (Lin Zi Fa [2015] No. 153) and the "Notice of the National Forestry and Grassland Administration on Standardizing the Construction and Land Use of Wind Power Projects" (Lin Zi Fa [2019] No. 17), emphasizing the principles of prioritizing ecology, protecting natural resources, and promoting efficient, intensive land use. These documents advocate for rational planning and layout, while clearly delineating prohibited and restricted areas for photovoltaic and wind power development projects.
For photovoltaic and wind power projects that meet the criteria for using forest land, the review and approval procedures for forest land use must be carried out strictly in accordance with the requirements outlined in the two notices mentioned above, ensuring compliance with relevant laws and regulations.
